What can my brother do about a 1997 warrant for his arrest in CA?

My brother was jailed for a mis-demeanor in 1996, did community service and paid court and other legal fees. Now more than 10 years later, after applying for a job in Tacoma, WA, he was told he couldn't be hired because there was an outstanding warrent for his arrest from 1997! He lived in the same place and a job where he lived and paid taxes for 10 years before moving recently up north. Heck, he even got pulled over for a traffic violation in 1998, received a ticket from a cop and no one ever said anything! He was never notified at anytime that all that he did to satisfy the original court judgement wasn't satisfactory. He called the Banning Courthouse and was told they only thing he could do was to actually see a judge! Are you kidding me? What can be done?
