How can I make a Saior Moon costume without actually buying one from a store?

Sewing is not my forte, but I can do a little bit. What would be a good creative idea that I could actually buy from like a clothing store to use for a Sailor Moon costume? Oh, any ideas for the boots? They are really expensive and hard to get.
